 As you may know, Congress established the NFIP in 1968 to address the nation’s flood exposure and challenges inherent in financing and managing flood risks in the private sector.  The NFIP was created to identify areas across the nation most at risk of flooding and provide flood insurance to individuals and businesses.

 Congress is currently considering several proposals to reauthorize the NFIP.  Be assured that I will continue to work with my colleagues to see that this program is extended and adequately funded.

Thank you for taking the time to write to me with your concern about the future of the mortgage interest deduction and your support for House Resolution 25. I appreciate hearing from you on this important issue and welcome the opportunity to respond.

You may be interested to know no legislation to eliminate the mortgage interest deduction for homeowners has been introduced during this Congress so far. As 67% of Americans own their own home, a change in this deduction would have had a far-reaching effect on the fragile budgets of American families in San Diego and across the nation. It seems unfair to make that type of change right now, especially when mortgage lenders are to blame for many of our current financial problems. With the economy now in recovery mode, it would not have been advisable to do anything which might derail that progress.

That said, the mortgage interest deduction costs the federal government $96.8 billion annually. To establish long-term stability in the housing market, it is important that we evaluate the incentives that exist within the market to make sure they are not creating negative externalities or causing unintended consequences. Rest assured, as I discuss this important issue with my colleagues, I will be sure to keep your support for this resolution firmly in mind.

Dear Mr. Levine,

Thank you for sharing with me your support for including foreclosure prevention provisions in the economic recovery package.  I appreciate hearing from you and apologize for the delayed response.  Each week, I receive more than 2,000 letters, faxes, and e-mails and cannot always personally respond as quickly as I would like.

Like you, I believe our economy will not recover until we have addressed the underlying problems in the housing market that caused the current crisis.  I have repeatedly advocated for increasing foreclosure mitigation measures.  In January, I voted for legislation that would require at least $40-$100 billion of the Troubled Asset Relief Program (TARP) to be used for reducing foreclosures of owner-occupied homes.

You may be interested to know that the American Economic Recovery and Reinvestment Act (H.R. 1) that Congress passed includes a number of measures to help our ailing housing market.  For example, H.R. 1 includes an $8,000 housing tax credit for first time homebuyers who purchase a home before December 1, 2009.  The recovery act also includes an additional $2 billion for the Neighborhood Stabilization Fund which helps community groups convert foreclosed properties into affordable housing to reduce vacant buildings and homes.

Rest assured, I will continue to advocate for measures to reduce foreclosure as the stimulus moves through the legislative process.
