San Diego inventories of properties dropped significantly. The previous average number of active homes in all of San Diego County real estate MLS (multiple listing service) was 11,000 to 12,000 since 2007. The current number of active homes in all of San Diego County just dropped from Dec. 2011 9,161 to 7,879.

Typically as the inventories in San Diego decrease below 8,000 the market goes from a buyers market to a sellers market. The national market trend has a similar trend. Good deals in this market can also mean multiple offers.

Treasury to pay investors triple for HAMP principal reductions

Officials announced several critical changes to HAMP, including an enrollment extension to Dec. 31, 2013, from its original expiration date at the end of this year.

The Treasury will also require servicers to factor in second liens and other obligations in the debt-to-income ratio calculation. Previously, if a borrower’s first-lien mortgage monthly payment was below 31% of the income, the borrower was deemed ineligible. Factoring other debts to the DTI evaluation will expand the pool of borrowers who could receive the assistance.

To combat blight, officials said they would also expand HAMP to investors who are renting properties to tenants.

Since HAMP launched in March 2010, more than 900,000 permanent modifications have been conducted. The Treasury originally estimated the program to reach between 3 million to 4 million borrowers. As of Dec. 1, less than 1 million were estimated to be eligible for the program under past rules.

Of the modifications already given, roughly 36,400 resulted in reduced principal as of Dec. 1. The Treasury paid between six and 21 cents to the investors for each dollar forgiven under HAMP, but that will grow to between 18 and 63 cents, under the rule changes.

In a conference call Friday, Treasury Assistant Secretary Tim Massad would not estimate how many borrowers would be eligible after the changes, but he did say mortgage servicers were signaled some expansion, even for principal reduction.

“We have previewed the changes with the servicers,” Massad said. “We got a very positive initial reaction.”

Department of Housing and Urban Development Secretary Shaun Donovan said in the conference call Friday that the Treasury would make these payments to Fannie Mae and Freddie Mac if they participate in the principal reduction program.

To date, the GSEs have not committed to such a program.

Both GSEs owe the Treasury $151 billion in bailouts, and their regulator the Federal Housing Finance Agency said a wide-scale principal reduction program would cost Fannie and Freddie $100 billion.

“FHFA’s assessment of the investor incentives now being offered will follow its previous analysis, including consideration of the eligible universe, operational costs to implement such changes, and potential borrower incentive effects,” said FHFA Acting Director Edward DeMarco in a statement Friday.

Of the $29.9 billion allocated for HAMP and other housing programs, the Treasury has spent only $2.3 billion. The Treasury still owes another $9 billion to $10 billion for the modifications already done, Massad said.

Donovan renewed calls for servicers to ramp up principal reductions, and reiterated that they would be a main tool in crackdowns stemming from the ongoing foreclosure settlement talks and the securitization investigations launched this week.

“These changes aren’t going to solve all the problems in the housing market, but they shouldn’t have to wait for the market to hit bottom before getting some relief,” Donovan said.

1. Genius Scan
What it does: Puts a document scanner in your pocket. Enables you to use your phone’s camera to take a picture of a document, then email it to anyone in PDF or JPEG format.

Why it’s useful: Many real estate agents now use digital document signature software which allow you to sign with a click and, more importantly, without faxing documents back and forth. But some don’t – and some mortgage lenders will simply not accept anything but a copy or scan of your ‘wet ink’ signature.

Throughout your transaction, you might find yourself needing to scan and email your contract documents with your original signature, a copy of your deposit check, new payroll check stubs as you receive them, your driver’s license, a gift letter from your Auntie Grace or any of a number of other documents you’ll need to get to your agent or mortgage pro across town – or across the country. 10+ home winterization musts

Have you checked your furnace filter, insulation lately?

It’s been a mild winter throughout most of the country so far. That means we still have time to run through a foul-weather checklist. Here are 10 “must do’s” to have a warm, cozy and safe winter.

1. Check attic insulation. A foot of blown-in or batt insulation (R-38) in the attic reduces heat transfer from heated interior space to the great outdoors. This is a do-it-yourself job. If your attic is not insulated, blow in or roll out 12 inches of loose or batt insulation. If the amount of insulation is less than 12 inches, simply roll out unfaced fiberglass batts over the existing insulation to create a heavier thermal blanket. This is a case where more is better. Make sure to leave soffit vents unobstructed.

2. Install or replace weatherstripping, if necessary. Check the rubber threshold gasket at the bottom of exterior doors and replace if worn or torn. Next, make sure the top and sides of the door are weatherstripped and fit tightly. If there are gaps, replace the weatherstripping.

3. Check exterior doors and windows for gaps. Modern windows are probably OK, but older windows may need some help. To reduce air leakage, casement windows might need some weatherstripping at the joint where fixed and movable panes meet. Old double-hung wood windows are notorious air leakers. Place pieces of narrow self-adhesive rubber weatherstripping on the bottom sides and at the joint where the top and bottom panes meet.

4. Check the outside of doors and windows for voids, and caulk any gaps you see.

5. Change the filter in the heater. In older furnaces, filters should be changed monthly. Change or service newer, more efficient filters according to the manufacturer’s instructions.

6. Replace your old thermostat with a new programmable model. This allows you to regulate the heater to warm the house when you’re there and to reduce the temperature when you are at work or asleep.

7. Have your heater inspected by a licensed heating and air conditioning contractor. An inspection ensures that the heater is operating safely and efficiently. In many cases an inspection can alert you as to whether the unit is at the end of its life. It’s nice to have the option to replace an old heater before it quits and becomes an emergency on a cold January day.

8. Check the carbon monoxide (CO) detector. If you don’t have one, get one. Carbon monoxide is an odorless and colorless gas that kills. An operating CO detector can prevent a tragedy. While you’re at it, check the smoke detectors to ensure they’re operable.

9. Clean gutters and downspouts so fallen leaves won’t clog them. Make sure that downspouts discharge away from the foundation and that soil is graded away from the foundation and at least 6 inches below the siding.

10. Clean the fireplace of ashes; visually check the chimney for loose or missing mortar. Also consider having the chimney professionally inspected and swept by a licensed and bonded chimney sweep.

Even in these days of belt tightening, installing replacement windows remains a virtual mania among homeowners. Take a walk through any suburb built before 1980, and you may find that half the houses no longer have their original windows. Alas, the usual replacements — extruded PVC or “vinyl” windows — are dismayingly easy to spot, what with their wavy, cellophane-like glass and glaring white plastic frames.

Considering the impact window replacement can have on your home’s appearance, it shouldn’t be taken lightly. To wit: The last big window-replacement fad happened during the 1960s, when that era’s perceived “modern” upgrade — sliding aluminum windows — were retrofitted to countless traditional homes, from Victorians to bungalows. The aesthetic fallout from this campaign is still painfully obvious in many old neighborhoods.

In retrospect, of course, aluminum sliders installed in a traditional home are rightly seen as a glaring anachronism, and frequently bring a penalty in resale value over homes with their original windows.

Today, thanks to the same kind of offhand, insensitive and often just plain unnecessary ways in which vinyl windows are installed in older homes of all eras, they’ve essentially become the modern-day version of the aluminum slider. And with a little historic distance, the aesthetic results will be just as regrettable.

Window replacement is often cannily advertised as a great energy-saving investment, which is probably why so many well-intentioned homeowners choose this route. And it’s true enough that switching from single-glazed windows to double-glazed ones will save roughly half the energy lost through the glass. But here’s the catch: In the average house, windows typically make up a relatively small fraction of the total heat loss. Hence, dollar for dollar, there are far more cost-effective ways to improve your home’s energy efficiency.

Upgrading attic insulation ranks first among them, since ceilings are typically the single greatest source of heat loss. The current standard for attic insulation is R-30; so if your house has appreciably less than this, adding insulation will be far more cost effective than replacing your windows.

The same holds true if your furnace and ductwork predate 1980 or so. Modern furnaces now have thermal efficiencies in the neighborhood of 95 percent, versus typically dismal efficiencies in the 70s and even down into the 50s for some older gravity furnaces). Because a furnace upgrade addresses the root of inefficiency rather than just nipping at the leaves, the resulting energy savings can be truly dramatic.

One more thing to consider: Aside from offering double glazing, there’s very little that’s green about vinyl windows. Vinyl is, of course, the plastics industry’s more euphonious name for polyvinyl chloride, which a number of environmental authorities consider to be the most toxic plastic in the environment. Bury it in a landfill, and it just sits there. Burn it, and it produces dioxin, a toxic chemical compound that’s a known teratogen, mutagen and carcinogen.

The bottom line? Think twice about replacing your current windows with vinyl ones for energy-efficiency reasons alone. Chances are you’ll get more bang for your energy buck with simpler upgrades that don’t even show on the outside.

Fleming says economic concerns peaked in the summer of 2011 when politicians were stuck wrangling over the nation’s debt ceiling and the economy seemed poised for stagnation.

Fast-forward a few months, and Fleming says conditions are better, making way for a possible recovery in 2012. Fleming’s more optimistic outlook is mirrored in the Freddie Mac U.S. Economic and Housing Market Outlook survey for the month of January.

The Freddie report says economic growth will strengthen by 2.1% in the first quarter of 2012, while mortgage rates will remain low at least through the beginning of the year. In addition, the Freddie Mac survey predicts home sales will grow another 2% to 5% from 2011.

Fleming with CoreLogic says several other developments could spur along housing demand. One of those being the number of households paying off debts — a factor that creates more liquidity and access to credit. Furthermore, households started adding home equity lines of credit in the third quarter of 2011, bringing in more access to cash flow and suggesting borrowers and lenders are more confident.

He believes 2012 is the right time for a housing price rebound with affordability levels putting a floor on the market, barring further price declines.

With this in mind, Fleming said analysts will be watching the market closely in search of positive signs during the spring and summer selling seasons.

His report noted that “most housing statistics basically moved sideways in the latter part of 2011. Builder sentiment is improving ever so slowly, but remains at very low levels. Housing starts are also increasing, driven mostly by multifamily starts.”

Fleming points out that single-family housing starts and permits increased at an annual pace of 15% at the end of 2011. Meanwhile existing home sales trended upward, rising 12% when comparing November 2011 to January.

Foreclosure starts across the West Coast plummeted in December as California, Nevada and Washington reported double-digit declines in new mortgages entering the process, according to ForeclosureRadar.

California, in particular, saw foreclosure starts decline by 30.6% to 16,465 filings in December, while foreclosure sales grew 3.2% to 11,097 transactions. The time it takes to foreclose in the Golden State also fell by 16.9% to 250 days.

The Discovery Bay, Calif.-based firm said California experienced an unexpected 45.8% spike in foreclosure cancellations from November.

ForeclosureRadar said the sudden rise stems from the closing of trustee sale locations in Norwalk, Calif.

“This closure caused more than 5,000 sales to be cancelled in December,” the company said. Those sales are expected to resume at other trustee locations in California.

Year-end foreclosure statistics

Banks filed foreclosures on roughly 205,000 homes in December, the lowest monthly total since November 2007, according to RealtyTrac, which said the 1.8 million foreclosures for 2011 dropped nearly 35% from 2010. Media outlets around the nation are reporting the new numbers from RealtyTrac that apply to their cities and states.Unexpected delays — including robo-signing issues that first arose in late 2010 — kept 2011 numbers lower than expected. One in 16 Nevada homes received a foreclosure filing in 2011. It’s still the highest foreclosure rate in the country despite dropping 31% from the year before.
