Driven by a substantial increase in the multifamily sector, California housing starts surged in August posting a 30 percent increase overhome for sale six 150x150 California Housing Starts Rebound in August 2011 the same month a year ago, the California Building Industry Association announced today.

According to statistics compiled by the Construction Industry Research Board (CIRB), permits were pulled for 4,695 total housing units in August, up 30 percent from the same month a year ago and up 96 percent from July. Permits for single-family homes totaled 1,828, down 4 percent from August 2010 but up 20 percent from the previous month, while multifamily permits totaled 2,867, up 68 percent from a year ago and up an astonishing 230 percent from July.

For the first eight months of the year, permits were pulled for 30,128 total units, up 3 percent when compared to the first eight months of 2010 when 29,374 permits were issued. Permits for single-family homes were down 16 percent while permits for multifamily units were up 30 percent.

Mike Winn, CBIA’s President and CEO, said it was great to see some positive news with regard to the state’s housing industry but tempered that enthusiasm with the reality of California’s economic conditions.

“It’s great to see the increase in the overall numbers and we hope to see continued increases throughout the remainder of the year with the hope of improving upon last year’s home building pace,” said Winn. “The fact remains that economic conditions in the state — tight credit for buyers and builders, the glut of foreclosed and distressed properties on the market and high unemployment — are keeping California’s struggling housing industry from experiencing the type of robust recovery we’ve seen in the past.”

Winn called on Governor Jerry Brown to refrain from doing any harm to the state’s housing industry as he wades through the pending legislation on his desk.

“We encourage Governor Brown to closely examine any legislation that might harm our industry’s fragile recovery,” said Winn. “Getting job-generating home construction back to healthy levels would go a long way toward reinvigorating California’s economy.”

CIRB’s 2011 forecast remained at 46,700 total units, which would put this year’s total just a fraction ahead of 2010’s 44,762 units, but still down from 2008’s total of 64,962 units.

 California Housing Starts Rebound in August 2011

home for sale six Existing Home Sales Jump Nearly 19% From Last YearSales of previously owned homes came in 18.6 percent higher last month when compared to August 2010, according to data released Wednesday by the National Association of Realtors (NAR).

Completed transactions rose 7.7 percent on a month-over-month basis to a seasonally adjusted annual rate of 5.03 million, up from 4.67 million in July.

The latest numbers far surpassed market expectations. Many analysts were forecasting a decline while others were predicting a much more modest increase, with projections for the annual rate ranging between 4.61 million and 4.80 million.

The research firm IHS Global Insight issued its forecast last week ahead of NAR’s report, with a word of warning that the market should be expecting “the lowest sales pace in 10 months.”

The firm’s analysts explained their rationale on declining consumer demand to buy homes, even as mortgage rates have dropped to record lows.

They noted that in August, the Mortgage Bankers Association’s purchase index dropped for the fifth straight month, plunging 11.9 percent.

“Based on this reading, and on the 1.3 percent drop in the Pending Home Sales Index in July, we project that existing home sales dropped 1.3 percent to a 4.61-million-unit annual rate in August,” IHS said. But Lawrence Yun, NAR’s chief economist, says he sees “some positive market fundamentals,” even in the face of such headwinds as tight credit and appraisal problems, along with regional disruptions created by Hurricane Irene.

“Some of the improvement in August may result from sales that were delayed in preceding months, but favorable affordability conditions and rising rents are underlying motivations,” Yun said.

“Investors were more active in absorbing foreclosed properties. In additional to bargain hunting, some investors are in the market to hedge against higher inflation,” Yun added.

Investors accounted for 22 percent of purchase activity in August, up from 18 percent in July and 21 percent in August 2010, according to NAR’s study.

First-time buyers purchased 32 percent of homes last month, with the balance of sales activity coming from repeat buyers.

NAR says all-cash sales accounted for 29 percent of transactions in August.

Contract failures were reported by 18 percent of NAR members in August, up from 16 percent July and 9 percent in August 2010. NAR says sales cancellations are primarily caused by declined mortgage applications or appraised values coming in below the negotiated price.

The trade group’s study shows that the national median existing-home price for all housing types was $168,300 in August, which is 5.1 percent below August 2010.

Total housing inventory at the end of August fell 3.0 percent to 3.58 million existing homes available for sale, which represents an 8.5-month supply at the current sales pace. That’s down from a 9.5-month supply in July.

Distressed homes – foreclosures and short sales typically sold at deep discounts – accounted for 31 percent of last month’s sales transactions, compared with 29 percent in July and 34 percent in August 2010.

The Basic Steps of Foreclosure

Fannie Mae has publicly assured homeowners going through foreclosure that they will be protected from losing their homes while applying for a federally funded loan modification. They can apply for a modification at any point before or during the foreclosure process. If a modification is approved, homeowners can keep their homes if they make their adjusted payments. Absent that, here are the stages of a typical foreclosure:

1) In default: A loan is in default when a mortgage payment is 30 days late.

2) Warning: When a loan is 60 days past due, the bank, credit union or mortgage company warns that foreclosure is the next step.

3) Proceedings begin: After 90 days, the lender refers the loan to its foreclosure department, and hires a trustee (foreclosure company typically Tittle companies) to begin foreclosure proceedings.

4) Sale advertised: The lender’s lawyer advertises the property for sale for four consecutive weeks in a local newspaper. The sheriff’s sale date is listed in the advertisement.

5) Sale held: The sale is held on the published date. A sheriff’s employee conducts a courthouse auction and the highest bidder wins, usually the bank that owned or serviced the mortgage.

Absolutely!  As a buyer your inspection is there to protect you and find out any issues or problems with the home.

  2. Ask for a credit in lieu of repairs
  3. Ask for a price reduction
  4. Cancel the deal if it is too much
  5. Accept property as is

Remember the seller does not have to agree to any of the above and can cancel themselves at this point. Also if there are too many defects or repairs needed it may affect your financing. Your Realtor will help guide you thru this process and together come up with a strategy.

As a Realtor we always encourage buyers to have inspections, they almost always show something you would not have been looking for. Your Realtor can supply you with a list of inspectors to choose from.

There are several different inspections you can obtain, here are a few.

  1. Physical inspection, this is your regular all around inspection of the home
  2. Mold
  3. Termite or pest
  4. Lead paint
